Here is how we are doing it -

We use public proxies for creating the accounts, socks proxies work better and accounts stay up for long.

For using the accounts in twitter campaigns, we assign 10 accounts per private proxy, I have tested with 2000 proxies and 20k accounts on them. Accounts are alive for several months and work very well.
