Well put people in different lists regarding their country. Then target the offers from CPA. But to be honest, even with a 5,000 friends account, you wont make much...

Try high converting offers. Make sure to use good images to get high CTR and thus less cpc ,also target audience properly.

you need more then 1500 bcoz 1500 is nothing .You can make money to make facebook pages and sell them thanks
