How do people create bulk PVA accounts?

I'm in the process of ordering some, and I get how bulk accounts in general are created, but how are phone verified accounts created? Do people have huge banks of numbers they reuse? Are there services that people pay per use on? I don't get it. It seems like a fool proof s pam stopper for companies to require P VA. How are they being generated?
