I'd say it's full of scammers who are trying to sell you useless bullcrap
The fact some people here sell what you consider useless doesn't mean it is useless for everybody. There are several possibilities:
1. Somebody sells something useless, that doesn't work, etc. as you say. But as long as somebody is interested in buying it it is not scam. Scam is when you don't get what you pay for. Pretty much all BSTs here explain what you get. It is your choice as a buyer to figure out if it is useful or useless.
2. Some people sell what a person might consider useless bullcrap but somebody else my find it useful and it may help him. It is a subjective thing. Just because something is bullcrap for you it doesn't mean it is for somebody else too.
3. Some people sell stuff that just works and it works for many people. Obviously any service as good as it is can be made to perform really bad in the wrong hands. One BST I can think of from the top of my head is BTB's LinkPushing. It just works. If you're noob enough though and you rely just on it for your link building, you can end up bit in the ass from using it. If you have common sense, it will help you, just like it helps many other people.
4. Some people are here to scam. It is a reality. They're after a quick buck. They do require you to be completely stupid to succeed scamming you though. I mean when something walks like a duck, swims like a duck, sings like a duck, it is a damn duck, no doubt about it. So if it looks like scam then its probably scam. Mods here do a pretty good job at banning them though.
The forum is very very large. There are hundreds of posts every day, if not thousands. That means most stuff you bump into might not be useful for you. It doesn't mean there is no value here though. There are many members who are successful and will help you if only you ask the right questions. But you need to know where you are and where you're heading, you need a plan. Otherwise your questions will be generic like the one in this thread and nobody will be able to help you. Even on Google if you don't ask the right question (keyword) you don't get a useful answer.
Best advice I can give you if you want to succeed at something is to analyze and study in depth, from every point of view those that are successful. It applies to anything in life both online and offline. If you want to become a Kung-Fu master you don't go at a Boxing club, you go in Tibet and live with the monks, studying every move they make.
