I was wondering if twitter can tell if you are using elite private proxies and if twitter can determine your proxy IP address. I was wondering because if twitter can't, then can I create unlimited accounts with that proxy? Also if anyone have tested creating twitter accounts with public hotspots (such as libraries), won't twitter consider that IP address a public wifi meaning many users are connected on that IP.

If your proxy provider has setup their software in a highly anonymous way there will be no proxy headers in your HTTP requests like X-Forwarded-For: (your real IP) etc. As long as they havent been silly with anything else (reverse dns) Twitter would just see it as 'normal' traffic.
The whole accounts/ip thing is debated here quite often, it boils down to not being stupid .. if you create 1000 accounts in 5 minutes it doesnt matter how 'quality' they are - youre going to set off some alarm bells. However if you make 5 accounts a day from each of your 20 proxies youll have 1000 accounts in just 10 days ... patience is worth it

How can you tell if my proxy provider is using high anonymous proxies (proxyblaze)? When I type in "IP" on google, it shows an IP. Does that mean twitter can determine the IP?

It depends whether that IP that Google (or any IP checking website) shows is your IP or the proxy's IP.
To stay hidden, make sure you are always clearing cookies when you log in to different accounts on Twitter or sign up.
