I'm working with one single affiliate company that has a small range of products and every single product is being overrun with affiliate sites built on web 2.0s that are being blasted with foreign links that are straight up spam.
It's glorious to be honest with you.

I was able to find some cool Russian social bookmarks, but I'm still working on trying to contact some of the .ru webmasters to get some of this link juice going to my money site.

yeah... because this is called white hat world .... grow up bitches... i can rank any site in any niche for any keyword with hacked websites.... LIVE WITH IT... is this unethical? how about selling shit services to milions.... ? and fyi never take anything anyone says for granted... ... i'll say something but don't take it for granted either ( SEO HAS NOT CHANGED )
It happens the same with Polish networks, I mean huge Polish networks. One client of mine in a highly competitive niche (speaking of 2 billion+ results for the keyword) is fighting with some chaps that get hundreds of links EACH day from those type of sites. The main idea is that the links on those sites change with every new refresh/IP etc so it's quite smart.

You are using those links because your an handicaped SEOer. Do you think i can't rank my websites without such links, i don't even need one of them. You know what ? You are most probably one of those russian bitches who rank for keywords but with shit content and websites made for aliens not humans. I am actually on a niche where one of those kids is stealing every conversion tweak i add to my page and i can definitely say that i am banking more then him even being #2. That arrived to me before when i saw my #1 competitor selling his website on Flippa and posting his clickbank earnings, i was laughing to death. Go fuck yourself child and learn what is marketing first.

That's not hacking or sql injection. These links - links from Russian linkbrokers. They work this way: anyone can add his site to these services. You get a file of code (php and other) that you have to include in pages of your site. Than you scan your site from linkbroker site, your pages are added to linkbroker and you can set price for a link on your page, price can depend on deepness of your page (how far it is from homepage). You may set how many links you want to show for each page of your site.
If you want to buy a link, you can join the linkbroker, add your links with anchors and pay that price. Now your links will appear on these sites.
There's extensive filtration etc to choose which links on which sites to buy. Prices are in range from a few cents to hundreds of dollars per month per link.
These services can be extremely effective when used with right filter together with other types of links. Every Russian SEOer uses them one way or another. No exceptions.
The biggest linkbroker is Sape - http://www.sape.ru/r.HPVKYZeFCx.php . It has in order of magnitude more sites than all other services together. If you want to register - choose "non-resident of Russia" option. Also good ones are http://www.mainlink.ru/?partnerid=107601 and https://www.setlinks.ru/?pid=602259 . These are reflinks as you can see. You can remove the ref part.
You can pm me or ask here about these services, I'd be glad to answer.
Update: to earn on this service by selling links on your site you'd better target yandex - the search engine number one in Russia, as most buyers target Yandex and care about Yandex TIC more than Google PR.
Update2: btw it looks like that after some critical mass of backlinks from diverse (diverse by CMS and overall type - blog, forum, shop etc) and high PR pages (actual pages, not domains) anchor diversity doesn't matter at all.
