Here is my experience with this :
1. I think the vouchers are the problem and as suspected I dug deeper.
Bought a few fiver vouchers few months ago, random guy.
Used 5 of them -> banned -> bridge, billing , etc
On the last time I promoted an online shop put up really quick,
Created a new gmail account , real name real adress , Local IP ( no proxies)
Created a new adwords account with same data as above, submited my shop , Got a qulity score of 7 for almost all keywords, and ad sayed Elibigle.
That was great .
After 3 days -> boom , suspended. Ok no problem start from scratch, but I got really mad so I emailed them that I`m a real person with real adress ( it was real , I put my neighbours adrres and his name haha) and account went to review
After another 2 days I got this email ( here is the most important thing that people don`t get!):
Dear Advertiser, Thank you for your email.
We've reviewed your account and found that it unfortunately doesn't comply with the following promotional credit requirements:

The promotional coupon is non-transferable and may not be sold or bartered.
- One promotional credit per customer.

A promotional code can only be used in the territory where it's originally
distributed.

As a result, your account and any related accounts you may have created have been suspended. Your ads will no longer run on Google.
Google only distributes free promotional codes to new AdWords advertisers directly or via authorized third parties, such as our
Google Certified Partners, at our discretion.
So, what does this mean ?
You need to use coupons from your country.
If you live in USA , the hostgator vouchers sellers from fiverr could work but not always.
If you are from Europe like me, you need to find a GooglePartener Business that is registered in your country

type a radom budget 5000$+ to be sure you find all potential businesses. Visit their sites and see how can you qulify for some vouchers. If you contact them some will sell you a few, maybe not at 5$ like fiverr but that way you will be sure you won`t get that shitty billing info error.
This way you ca use the method "as is" stated in the 1st post.
Why did it work from him ?
1. He is from USA
2. He has USA IP
3. He uses a real adrres from a neighbour ( thats right from USA )
4. He buys vouchers from Fiverr ( yes thats right , from a USA seller that uses a method for USA people to get vouchers , such as Hostgator method that is only for USA and Canada )

Everything is country related and source of voucher.
As of NOW , please state your country and the country of the vouchers if you have success.
What do you think ? Has anyone experienced similar problem ? for those that worked it was maybe a coincidence between their location and voucher location.
