You're right in that we
didn't have income taxes when USA started, and for a long time after that. But after the 16th Amendment, that all changed.
Now we
do have laws on the books (both in Title 26) that say we have to
file a return and
pay taxes.
Plus what davidson said is true... that word "voluntary" trips people up.
