Risky is to promote site which content is not useful or made just for spiders, the main thing you need is to catch the user and do not let him push the "back" button. It's fundamental.

With established sites are less issues because if they already ranks somewhere and have proved that they are good, they just need additional boost. The more authority site have, the less issues are with links. If you do not want risk with SEO then you should use PPC, but costs will be much higher. Pm your site, we can take a look and make some comments.
