No high quality traffic will not be cheap. I have use a couple of services mentioned above but they are just bot generated traffic...Not real humans....
 
I need this kind of traffic for some reason but they are all over priced...and most of website can't deliver daily massive traffic says 20.000 or more , if there is any website that can do that , pm me pls !
 
Please if your interest in traffic do not buy cheap traffic. Most Likely they will end up being BOT views and you will waste your money as they will never convert. Focus on organic traffic
 
So to rephrase the OP's question:
What is the cheapest real organic traffic that you can buy?

Maxvisits is no good guys. They give you half the traffic you buy and it doesnt seem legit. No ad clicks on 10,000 views seems unrealistic in my opinion. I could be wrong as it could depend on your demographic but speaking from personal experience maxvisits did not charm me whatsoever
 
Most of the time people selling you web traffic aren't selling anything legit unless they own a large ring of sites for advertising on which comes at a pretty high cost.

Most times it just seems to be PTC traffic, pop under/over traffic or other sorts of loose targeted ads.

The best thing you could do to increase your traffic is probably a good Facebook PPC campaign. Due to the ability to target based on age/gender/region AND interest you could get a great CPC rate if you are bidding on CPM.

Best advice is keep the ad copy (writing) short, and keep the picture flashy enough to stand out. Use a few different ones to figure out which works best and go from there! Once you get your best rate just use that ad. You should be able to beat the price of cheap traffic providers.

Also if you've got interesting content why not use things like Reddit/Stumbleupon/Pinterest to share your content, you end up getting a lot of click backs and its free!
 
If you're after real legit traffic, Stumble Upon offers traffic as low as $.05/click. I've used to promote a few free software tools and it's worked really well. Salesy stuff will bomb though.

You can give 7search a try. As low as $.01/click. Huge learning curve with them though. Only certain kinds of offers will convert and you must do a ton of filtering and blocking of their partner traffic sources before you can starting see positive ROI.
