Definitely pick a country that is out of the reach of the American government. I find that hosts in certain parts of Europe (mainly eastern Europe), and south America tend to be best. You could even consider a host in Russia.

Someone told me a .cd domain name was a great way to protect a domain...I know you're asking about hosting, and that's a huge factor as well, but if I'm understanding things correctly it's important to protect the name too. If I'm wrong I look forward to being corrected...been curious about this.
