We are offshore look at my name :) we have vps, dedicated or hosting, we have multihome and ddos ready.
 
I've used Mediaon in the past for this kind of projects and never had any issues (besides somewhat of a slow connection and not very good customer support - but hey, who needs CS if there aren't problems). They are based in Turkey.
 
I think you should try dhruvahosting.
They ignore DMCA and their data centre is in Romania. I have a warez linking site and i have a vps from them. Hosting for about a year with them now. All is well :)
 
Pick an Eastern Europen hosting company.

South America's hosting structure sucks (Panama). Low internet speed is a fact.

And I can only say this because I'm South American.

i have to switch from to a new blackhat hosting provider because my old one is not longer working.

i will use them for FB spamming and bulk email sending. no warez, porn or illegal content.

Russia ,Iran & China's Data Centers are Warez & ignore dmca , but they are very very expensive .

Ecatel Datacenter is in Netherlands . it is Very High Quality & Very Cheap .
