Does Google Penalise Cloaking?

Hey black hatters!! Hope you're all doing great! Two questions..

1. Is it likely Google penalises cloaking??

2. I was about to purchase Pretty Link Pro to cloak outgoing links from my site to help decrease my bounce rate which is quite high (80%)... is Pretty Link Pro the best choice for link cloaking??

your bounce rate is too high..it should be around 38-40%...
pretty link pro is so-so choice for link clocking

I'm far to be a cloaking expert as i have never used much.

The main problem with cloaking is that you may miss the Google Update which would penalize your cloaking method and you would end up worse than square 1.

You have to evolve permanently if you want to make profit over it through time.

I may be wrong but this is what i believe

depends what type of cloaking your talking about. Cloaking links is fine use pretty links plugin the free one. Cloaking an entire site? if you get caught site gets banned.

No, Google does not penalize for cloaking links provided you are not showing the engine one thing and visitors another (whole different kind of cloaking).

If you use Pretty Link, make sure you make your cloaked links no-follow.
