I may be a bit biased but I favor the Philippines. Just avoid living places where there is seasonal flooding.

Something To Think about

The "best weather" is quite a relative term. Best weather to you isn't going to mean the best weather to me. I prefer somewhere that's constantly cold, never above 60 degrees. You might prefer somewhere that's never less than 60 degrees. Nonetheless, pointless first post as others have said.
