Scrapebox. Just generate many keywords in your niche, then harvest URLs using those keywords, and finally check PR of the harvested URLs.

I am also interested in searching for High PR blogs, can you help me also find AA and good ranking Blogs to comment with? I am very down with 0$ to spend at the moment.

A combination of things.

First, analyse the backlinks of any site ranking well in a heavily spammed niche. Things like viagra etc.

You should be able to find heaps of high PR blog comments from doing so and you can then use something like ScrapeBox to scrape all of the posts on those domains that have comments open and also have PR.
