It makes sense, if you think about it laterally, there's 2 basic options,
1) a page which you have already run one or more cycles.
2) a page that has not had any cycles.
So as an example, for 1), let's say you have a page which you're optimising for the main keyword: 'dog training', so you have the following variations:
dog training
dog training tips
dog training toys
easy dog training
green dog training
And, you've already done 4 cycles for the other keywords, so you would run a cycle with 100% the main keyword, i.e. dog training. For 2), you would run 20%, and so on.
Post Penguin I would take all of them (dog training, dog training tips, dog training toys, easy dog training, green dog training)
and rotate them all in one cycle. And do 5 cycles (with probably even more LSI versions of the main keyword).
Penguin actually penalised anchor text. If you only used dog training, you are a target. If you have dog training, dog training tips,
dog training toys, easy dog training, green dog training and hundred other LSI keywords, you are OK. And remember, I am
only talking about links directly to your money site.
