I have one month site which I gave them 20k backlinks every week using SB
It's now on page #1 Google and still being there and have more than 400 UV everyday.
I didn't see any affect on this penguin update.
Everything just working fine.

If you do stupid things - like blasting directly your money site - your website may get penalized over-time, but hey! it will not get penalized because of Penguin update, it will get penalized because you were stupid...

Link diversity is the key, blog commenting is just a portion of it. Blog commenting is better for blasting tier 1, 2, and 3 backlinks. Sometimes when the comment it's on a high authority, relevant website you can point it directly to your $ site, but if you know a little about scrapebox, you'll figure out that most of the time this situation won't happen, so you're better off blasting the hell out your lower tiers from your link pyramid.

Scrapebox is as useful as it was before penguin update, just use it wisely.

bought a starter package but was having issues with my server so didn't get the details across straight away, OP was actually very patient and messaged me a couple of times checking how things where going.

I finally manged to get things sorted and passed OP my URL and kws, within no time at all he was telling me it's all done and emailing me my report, checking the report OP had over delivered by 2500 links!

Over all a great service, good comms through out and OP very friendly only time will tell on the serps but defo happy with my experience
