Safe and Cheap Windows VPS

Hi!
I need windows vps. I want to send spam to some webpage and I know they "do not like this"
As far I configured my software to use proxy but I know that proxy isn't fuly anonymous so I have to run it on some SAFE vps [VPS IP + proxy] that will not give them my real IP.
If u know sth good feel free to post it here

I use PhotonVPS for about 6 months now and everything is great sofar (Use SB/Xrumer alot there). I've tried xsserver and honestly it sucks really bad. dont know why people are still using it.
