Unfortunately, it didn't work. Godaddy sent me an e-mail requesting to see a copy of the VCC front and back along with a photo ID. I haven't logged into the godaddy account at all. This is exactly what happened to me two times before when I tried ordering there and at namecheap. I completely understand your reason for not giving me a refund before since you believed it could have been my fault. However, since you have tried yourself with no success, I think that we've established it wasn't a mistake on my part that caused this twice before, so I'd like to once again ask for a refund, please. This is part of the e-mail that I was sent by Godaddy.

Funkienz aemc310 tried to register for me himself this time and this is the e-mail they sent me this morning. They want a photo ID and a copy of the VCC front and back. Obviously, there's no way that information can be provided, so they will just cancel my registration as they did before. I'm glad OP tried. I really hoped it would work but I've given up now. It's been three times this has happened.
yes, I registered and it was fine that time. I even logged into account. Though I m regularly selling for GD and using it for my personal use too, it happened again something might be triggering their filter.. anyways, lets not waste time on these sites anymore. I know the product you need anonymously which we tried to get from NC and GD. I'll get that thing for you from another registrar and its gonna work for sure..

I was able to log in when I registered there myself a few months ago with the VCC, then the next day there was a problem. So this is the same thing that has happened with you that I experienced.
I'm saying this in the nicest way possible, but I'm not interested in having you try again. Together it's been three times we've tried. You said you have no problem with giving me a refund as long as we determined I was not to blame for the VCC not working. After trying yourself and having the same outcome, I think we've established that it wasn't my fault. So I'd appreciate it if you kept your word and issue me a refund as soon as Godaddy cancels the domain. I feel like we're going in circles over $17 which isn't a lot of money.
