We've doing this business for over a year now, and I've never heard any client complaining about spammers after ordering our traffic. I don't know what the other supplier was sending you, but it's clearly seems that was fraudulent traffic.
Many clients do use landing pages for better conversions/sales.

I thought i would stay on the same thread so i can see myself another question is it ok to channel traffic to other sites probably hard to do and might not work. The only reason is i have had a few people asking me for traffic the way i am thinking of doing it is setting a mini blog or website then allowing it to go to the other site if the person wants to do that not as forced redirect.

I'm not sure I understand your request completely. Do you want to resell our traffic to other sites? That's perfectly possible.
