I figure the example of the paid survey would be included as
an incentivized response.
In this case, the desire response is for the participant to answer
some questions, and the outcome or incentive is that this person
gets paid.
In contrast, say you were in a restaurant and after a meal, the manager
comes by with a little comment / survey card and requests your participation.
Prior to you filling out the comment / survey card, there was no promise that you'd get the next meal free or that he would give you a fruit basket or anything after you fill up the card. Here, if you did fill up the card (which would be the desired response), there is no incentive or reward or prize as the outcome. This way, the responses might be more realistic or meaningful.
Now if you really did fill up a card, a good manager might then offer you a free meal anyways, just to thank you for doing so.
