I have some idea and implement some already, but I have question as follow:
What content do you want for your 1000 keywords, are they going to be unique?

Great, it easy then.
Basically you want all those keywords to be a post title, save it as draft then you will add the content later on.

Use below plugin and then you will have all keywords as draft

No really IMHO, just they slowly indexing the site. Backlinking will solve the problem.
