In a sense yes, but the unintended consequences of their actions and legislation will come back to bite them...even if it ruins them and the nation while they're at it. The Plan you speak of is unknown territory for the U.S. and unfortunately it will not be pretty.

Theres more to the story. Megaupload is currently suing Universal for abusing its DMCA power to take down their video / commercial. Megaupload had a music video that had a couple of major artists saying that they supported Megaupload, and then Universal did a DMCA takedown of the video on youtube. I guess this is their way of saying, 'we own you and politicians and have judges in our backpockets'.

Furthermore, even if SOPA fails, eventually something like it is going to get approved.
Regardless, even without SOPA, you can see what they did with megaupload.
If they can close megaupload, they can just as well close filesonic, mediafire, rapidshare, wupload and so forth, with ease!...
