Can I run this on a test site and then change the link and anchor at a later date?

You can use smallest package, but from other side, it is risky and depends on your keywords. I suggest build some low level links first and then use high pr posts. ;)
 
I just got my report and have to say, that I'm very happy with everything. The OP over-delivered and I checked the links and the PR - all was perfect.

Hi guys, a little review here

So, almost a week since I got my report and I have High improvement in my rankings, specially 1 keyword that has 22k search / month (EM) and $3 cpc. the current ranking is 13th and before this link building it was nowhere in google.

totally recommended. :)
