Ye heard it few days ago, tested it with my cousin now, works great! This is basically using Skype's system I guess?

They are just paranoid Google+ are going to have a feature over them, so they quickly put together their own video chat.

I can't see how this can be used to bank though, unless you was eWhoring and you was to play some sex video.
