So I got robbed $800 by Xplicit. Here's the story -
Xplicit, we spoke on the phone on April 4 at 1:53PM. I've told you that I wanted a fully redesigned website instead of what we spoke for earlier which was just a revamp. Then I told you that that I needed to confirm this with my partner which I did and I got his approval. Later that night, I went online and yes, planned out the project and it was a set agreement, brand new website, $800.
It was getting late and he said his wife was watching a movie alone and he didn't want to leave her alone so he said he will talk to me tomorrow, 9AM EST. That night, my partner called me and basically bailed out on me. Next morning, I waited for xplicit to show up online. I waited for 4 hours. No sign of him. I called him, his mom picked up and handed the phone to David (xplicit). I asked him "hey I don't see you online..." and he started blowing off on me. He said "don't ever call me like that again, I'm not going to treat you like a pedestal." How would you feel if you paid someone $800 for a website design and that person says he will meet you online the next day at a specific time and he's no where to be found. So of course I called him. Next thing, he tells me "take your money, I don't want to do business with you." So I said okay. Please return my money. He said in 30 days and he hung op on me. I didn't call back because I know he's going to keep going at me again so I emailed him and asked him to refund my money. At this point, I was heated as anyone would but I kept my ground and stayed cool. Next day I see him online, and I instant messaged him. I asked please return my money. He kept saying, please refer to our phone conversation. I asked again please return my money. and again "please refer to our phone conversation".
So I said, "karmas a bitch and it will bite you back in the ass" and I left.
I didn't want to deal directly with David anymore because I know he's not going to return my money with the way he's going. So I filed a dispute knowing chances are I won't get my money back since paypal doesn't cover web design services. I got an email today from paypal and it was rejected. Here's what it said:

amicably resolve this matter.
What proof of verification??? So I asked a friend of mines who is very familiar with paypal and he said David sent paypal a "tracking number" stating that he did delivered the service....What a bunch of BS... Smart move.
Well in all, I am writing this because I am disappointed at David for not returning my money... and lied to Paypal...
Of course I was the idiot as well who paid the full amount. I learned my lesson and I will not trust everyone on this forum who has a good rep.
I am mad at myself and hope you guys can learn from this. I know my reputation on this forum is rather weak with only a few post so I'm not trusted or credible. I am new in internet marketing a complete noob so I asked david to design my website.
