jsmith, I don't think anyone knows this for a fact (I don't think that there's been any sort of official announcement) but from testing on my end, this seems to be the case. Youtubetrain, for example, doesn't seem to even register anymore. In fact, if you build up a ton of credits on that site, it may hurt you in the long run:
As YTT tries to give you all of the views you've earned, it's going to take that much longer for your actual views to register. So, if you have say, 40,000 credits on YTT...YTT is going to attempt to serve those 40K views. Meanwhile, you have to get what YouTube considers 40K legit views before anything will start to count. This sucks because there is no way to stop the train once your credits have been allotted to your selected video.
Because of the new algo, I don't think anyone really has a firm grasp on what is going on at the moment. For the time being, it might be best to avoid services like this, lest you find yourself frozen for an infinity.
Here's the good news, though: Hopefully, your competitors are still using these services and getting stuck in the mud while you get the lowdown here at BHW and get tipped to services that actually DO work.
