Didnt Paypal say that these rules are on action from the march? huh? I am an Indian, and has a verified buissness account, and I dont find any problems in spending money online for all payments except Subscriptions, since I dont have a CC added to my paypal.

And, to add, I just bought a domain yesterday as well!! Works like a charm!
