I really think the term "backlink" need refining. A backlink is only actually any use if Google has indexed it.
What is a backlink: It is a link from a webpage pointing back to YOUR website.
What is indexing: When google finds a page and adds it to it's database (at which point it will appear in search results)
What is an indexed backlink: When Google finds a page containing a baklink to YOUR website
So for example buying 70,000 backlinksis for $400 all very good, but if Google actually only indexes 200 of those backlinks....then as far as Google is concerned you have 200 backlinks. You bought 70,000 backlinks, but you actually only have benefit from 200 of them.
Services which produce backlink (IMO) should put more emphasis on getting the backlinks indexed rather than just blasting away creating random backlinks. There is more work getting a backlink indexed than getting a backlink in the first place.
There are various methods to get a backlink indexed;
Create an RSS feed containing your backlinks, and mass submit the RSS feed to RSS directories.
Create lots of backlinks to your backlinks

The situation is compounded when you see people paying a lot of money for expensive Link-Wheel structures. The link wheel is effectively just a number of backlinks until Google sees and indexes all of it. Which might never happen.
There are lots of n00bs purchasing backlinks on mass thinking its the answer to SEO, and it simply isn't!
