Hmmm... I was suspecting the problem will be with DHCP... but since you have restted both your PC and the modem, it seems unlikely...
I had once encountered a similar issue... It turneed out that the Ethernet port at the back of my CPU wasnot working properly...
Just test it with any other Computer... if it doesn't work on anyother computer too, it means your ethernet port is fine!.
The next thing is: Your software in PC is ********ed up! [By software I men OS, which might have settings which do not allow DHCP to work properly]
OR
Your Modem/Router is ********ed up!
But I still suspect the issue related to DHCP as the no valid Ip error suggests me so..

Well, I can't do "ipconfig /renew" it'll say unable to contact DHCP or w/e
