This usually happens because of compression, not your settings.
Even with high quality on, TikTok compresses videos if the format or bitrate isn’t optimal.
Try exporting with good bitrate and format, then upload using a stable connection.
I guess this usually fixes it.

but like if uploading from pc will this hurt the views ?I think video quality is getting compressed during the upload process.
Let's try uploading the video directly from your PC to TikTok instead of using Google Drive it will not hurt quality.
Also make sure youre uploading in the highest resolution check settings available in TikTok.
