That kind of instant flag usually means something is getting picked up immediately on load, not even after interaction.
In my case, it wasn’t the cloaker itself, it was a small mismatch in how the page behaved between first visit and reload.
Took me a while to even notice it because everything looked fine on the surface.

OK, so your money page gets an instant red flag. Where ? Is it that the hosting company flags your money page ? Is that the money page is getting detected through a cloaker "leakage" and you get a red flag within your Google Ads campaign (or account) ? If so, is it ad disapproval or account suspension ? If you can precisely explain where and what the red flag is pertaining to your money page, then you can most probably get some viable solution(s).

Switch to a different site and try again. Once Google flags your domain, it’s unlikely to get approved.

If you are getting error message of Deceptive site ahead / malware found , then you need to change your moneypage every few minutes .
This happens when you are running Tech support campaigns , you need to keep checking your moneypage .

You need to retrace your steps and try to find how they identified your cloaker. If you don't know the root cause of the issue, you'll keep repeating it. You can read guides on setting up cloakers for reference to see what went wrong. As far as domain is concerned, it's better to abandon it and switch to a fresh domain.

When you say "red flag" do you mean the google safe browsing page like the attached image? If so, there are multiple possible reasons but the main culprit tends to be a specific signature in the html/javascript of the page you're using. You can pm me a link if you want and I'll take a closer look, otherwise try to look for specific triggers in the source (obfuscated js code, fake login forms, aggressive permission prompts, etc). If you run the same money page as a bunch of other people you run a higher risk of getting flagged, but there's always a way around the safe browsing warning if you're careful. Before you start buying traffic always make sure your site is clean on https://sitecheck.sucuri.net/ and virustotal (and obviously dont try to re-use a domain that was previously flagged)

Brother I know exactly why this happens. Your money page voilates Google safe browsing experience. You must have keylogger, keyboard blocking or mouse blocking in your lander.
