Nowdays its worthless to monitor backlinks instead just keep building links. AI overview needs citation so we need links. Eventually links will die so you need to build links almost everyday. Dont waste money on ahrefs / semrush for that. Instead build backlinks and create content that is my opinion
 
I usually notice it when links are live but nothing moves.
No change in rankings, even after weeks, no boost in impressions. that is when it feels like google just is not counting those backlinks.
 
The easiest way to tell if google is ignoring a link is if they just outright refuse to index the specific page it's placed on.
Even if the page does index if your gsc impressions stay completely flat for months after building a bunch of links,
You can bet the algorithm just wrote them off as low quality spam, if that happens, stop buying cheap packages and focus on snagging real placements from active niche sites.
