I think anyone who would buy a Paypal account has a judgment issue, as Paypal shuts down legitimate accounts all the time, and at some point, I'd wager they would catch the change.

In addition to that, there may be some legal issues if it is KYC verified.

Wouldn't worry about this unless you're doing fraud on a mass scale. Nothing likely happens.

This however is an issue. It's going to eventually get shut down. Never receive funds with it. Maybe okay if you want to make purchases only.

Havent used paypal in maybe 7 years however when I did yes usually every other year they'd limit my account asking for more KYC information. PayPal was always a hassle. Thankfully there are finally solid alternatives out there no real reason to use paypal anymore. This company is toast longterm and well deserved they are an awful company to work with.
