Has account spending limit reached a pre-set spending limit ? Is your audience is too narrow ? An ad in "Learning Limited", etc will often cause low spend.
What also has worked many times for me is creating a fresh campaign, as this resets the learning phase and has often triggered spending.
What sometimes works for me is that I turn off the campaign, wait a 24 hours and then turn it back on.

There are many reasons, in my experience, you need to check the actual spending limit on your account. Also, check if the fanpage you're using is still active, or if it's disabled or hidden.
