if by SEO value you mean direct impact on rankings then - like everyone said - it won't have impact (or very little of it anyway).
However, for me SEO value also means traffic, so if the page where your link is placed gets traffic that you're happy with (and if the price is right too, of course) I do see value in this because - at the end of the day - you are doing SEO so you can get quality traffic. So, if the end goal is the traffic (SEO being only the means to obtaining it) and if the traffic is of quality, I don't see a problem in buying this link. These days, Google does value links that get traffic, so you can't go wrong with such a link
But that's just my opinion, I was a bit surprised to read everyone's replies urging you not to buy that link, but I would honestly reconsider (just make sure that the traffic the page gets is real and relevant, otherwise skip the offer!)
Personally, I'd ask to see some screenshots from the link seller.... 2 screenshots actually:
1 - one screenshot of how many unique hits the page where your link is, gets
2 - the other screenshot of how many clicks each profile link on that page gets
And if you like what you're seeing (and, if the price is right) I'd say go for it, no matter if the link is d0follow or not, it wil still be valuable!
