passing monetisation by only using cctv footage?

Did you get permission from those in the video to broadcast them publicly? Of course you CAN get monitised, if everything is above board. Don't know if people would watch hours of cctv? We talking about bar fights or failures or what?

Usually no, raw CCTV footage alone is often considered reused or low-effort content, YouTube usually wants commentary, editing, or added value to approve monetization

So I think getting monetized would be pretty easy.
