google are dsaproving your ads because you're in a sensitive niche. altho there's no solution before, but there is now which is cloaking. cloaking works with 2 pages, the white and your main page.
cloaking enable ads platforms to have acess to the whitepage which is also a safe page while your main audience would have access to your main page. it's a bypassing method and very safe to use

I did everything as you have mentioned in the message already. They are asking me to submit certification from SEBI which i dont have it. It is really frustrating.

You need proper licensing docs for your country, Google is strict on finance. If you dont have them, some people run through a whitelisted agency account but thats not cheap.
