I have seen that in past in BHW marketplace there were lot of sellers selling like websites with 100 articles or 50 articles or so. Obviously, google caught up on such websites and thus the bst also died. What about offering such websites with seo done so that some organic visitors have already started coming on the website?
 
What do you mean by seo done? Like on page or backlinks?
There is no guarantee that doing seo on a new site will bring traffic.
If you have done it recently then go ahead and open a bst.
I mean, why not do it before you offer a service.
 
Many people specialize in buying and selling websites. They build websites specifically to sell them, that is their business.

In my experience, buyers benefit more from understanding why a site is getting traffic rather than how many articles it has.
 
If the niche has demand and content quality is good enough, you can do on-page SEO and branding to gain visibility. It won't guarantee any traffic or income though but they are the factors buyers watch out for. If you find a way to rank sites without backlinks, then you'll have a chance to grow and sell these sites.
