To manage resources like fan pages, pixels, and domains, you need a separate business account dedicated solely to those things, and that business advertising account should not be active for advertising to avoid being suspended.
 
Currently, using a business Business Manager account is more stable and reasonable than a personal account; the quality is the same, and the cost of a business account is much lower.

If you a large business, request an account like this from Meta; the higher the limit, the more valuable the account become
