Please describe the reason for submitting a Dispute, in detail.
The seller explained in detail how he would run the ads, how he uses VPS servers and cloak**g setups, and claimed that he could run ads successfully in any niche and on any keywords.
He sent me many screenshots to prove that he was running Black Hat ads for many clients and showed conversion screenshots from his previous customers.
After that, we discussed his fees. He said his fee was $300 for cloak**g and management, and I agreed. I sent him $300 in USDT.
He said give me 24 hours to set up cloak**g and tracking. Later, he messaged me that the setup was completed and sent partial screenshots and URLs, claiming that cloak**g was done.
Then he asked me to send the advertising budget. At first, he had agreed to run ads using my ad account if I wanted, but when I told him I wanted to run ads from my own account, he refused and said that ads must be run from his mature ad account to get better results.
I agreed because I wanted the ads to run successfully. Then I sent him another $350 for ad spend.
After receiving a total of $650, he started delaying continuously. The next day, he claimed there was a problem with his VPS server provider and sent cropped screenshots to make it look legitimate.
At that point, I became suspicious and directly asked him if he was a scammer. He replied that if I wanted a refund, he could refund me. I refused and decided to wait.
Even after 4 days, he kept repeating the same VPS issue excuse.
Finally, I requested a refund. He immediately agreed and asked for my USDT wallet address.
Later, he said that he would refund via Bitcoin (BTC) due to “team issues,” so I provided my BTC address.
Within 5 minutes, he sent 3–4 screenshots claiming that the payment was on hold, and sent me a Kraken article, saying the funds would be released after 7 days.
Those screenshots clearly looked fake. I asked him to provide full-screen screenshots with date and time, but he refused, saying it was for security reasons, and told me to only message him after 7 days.
This happened on January 28.
After waiting the full 7 days, I messaged him again on February 5. Now 6 more days have passed, and he has not even opened my messages, nor has he replied.
It is very clear that the seller has scammed me of $650 intentionally by delaying, giving fake excuses, using fake screenshots, and creating false issues.

Yes, On January 28, the seller asked me to wait for 7 days, claiming the payment was on hold. I strictly followed his instructions and waited until February 5. However, when I messaged him on February 5 after the 'hold' period ended, he completely stopped responding and has ghosted me since then. This proves that the 7-day hold was just a lie to buy more time.
Then reached out to him here on BlackHatWorld. It was only after I pressured him on this platform that he replied in our 3-way message/DM, where he finally admitted that he 'intentionally ghosted' me and used my $650 for his personal expenses.
Despite this admission and his promise to refund within 3 days, he has again stopped replying and has not sent the money. I have given him every opportunity to pay me back privately, but he continues to use stalling tactics.
What kind of outcome are you looking for from this Dispute?
My main goal is to get my $650 refund. The seller admitted to ghosting me and spending my money. I don't want his service anymore; I just want my money back. I hope the staff takes appropriate action against him for this scam.
