They do push rankings. But you need very high quality links for this.

You need links for both , to push rankings up and also to maintain rankings.

Links are still king. Just that links aren't equal, high engagement high PR links are worth a lot more than static links with no engagement. Behavior is a big part in ranking links now

You need links to maintain, not because google discredit your old links but because your competitors build more to outrank you.
