Index count means nothing by itself - Google only shows pages that actually match queries with demand. 200 URLs indexed but zero search volume keywords = zero impressions, totally normal.

Fix is query-first content - pull GSC data, see what tiny impressions you do get, expand those pages around adjacent terms + tighten titles/descriptions to match intent, plus internal links to push priority URLs.
