Lately, I've noticed my spending accounts are very slow; some accounts take up to 2-3 days to start spending money.

If spending remains slow for too long, switching to another stable ad account can sometimes help restore delivery more quickly. Just make sure the new account is set up cleanly and scaled gradually to avoid further delays.

You need to double-check the page and payment card details to ensure the card is working correctly and the page is still active for advertising. If everything is fine, you can try making a few payments to this advertising account.
If the account doesn't have a balance yet, you can create a test campaign and run it alongside your main campaigns to test it.
Sometimes, some accounts need to run campaigns continuously for two days to see results.
I think you should patiently test a few methods above, then the account will start spending.
