I think because it's harder work. You can recycle an image and post it to a popular sub, buy upvotes for it, and then boom you have huge amounts of post karma. On the other hand, to have a good comment you have to find the right post (or seed it), and then slowly get upvotes on that comment. As I’ve written a thousand times, I prefer buying accounts with 100–200 comment karma because I think they’re safer, and getting post karma is easier. I am not arguing that it's not easy, all I am trying to say is the lack of comment karma accounts for sale is likely an indication of low supply and high demand as you said. And what you see as "all sites sell only post karma" is really just the left overs that people don't really want.
It's very easy to see bought accounts with large post karma in my experience, so they are far less wanted. And in my experience, also far far more risky to operate.

Honestly, I’ve never bought upvotes, but I can tell you that misterpi22 is right. The other day I went to the store and saw a seller who sells standard accounts—two or three comments and one post on subreddits with fewer than 100,000 users. That should make you wonder: how is it possible to get those votes in subreddits like that? - The point of the analysis is: if a post has around 20 comments, it’s likely that no upvoting action was taken.

But anyway, what you’re saying isn’t entirely true. Even accounts that don’t have them work well with a good warm-up, and honestly I’m working with $1/GB proxies.
I don’t think you’ve understood yet. I mean, an account that has 10–50 comment karma in top subreddits—if it was upvoted, why wouldn’t they just do the upvoting after 2–3 comments in smaller subreddits? That would make more sense. Posting in top subs carries a much higher risk of getting banned. That’s my logical assumption.
