what is your specific intended use for the ips ?

My advice would be to use rotating residential proxies. This gets you access to millions of IP's and you just pay for the data you use

You could use rotating residentials and pay per gigabyte.
If you just want Static ISPs, it usually costs like 1.5-2k for 1000 IPs depending on ur supplier.
