I have an idea: I want to download Shorts from a specific YouTube channel, lower their original audio, translate the English voice into another language (like Russian or any top-earning Tier 1 country language), and upload them on my own channel.


From which country do YouTube views pay the highest?
If I translate the video into that language and upload it, will there be any problems with YouTube Shorts?
Will those videos get monetized, and can I make money from this method?

Do not waste time with this. If you cannot make original content, no point in doing YouTube.

It's Australia and the United States that YouTube pays the highest.
 
Tier 1 countries like the us or uk, canada and australia pay the most per view but monetization requires original content or proper rights. Safer approach create your own videos, get permission to translate reuse content.
