How come sometimes law enforcement is able to recover stolen bitcoin but many other times not? Why is that? Why would this be the case? Would anyone be willing to shed some light here...? Many times police can retrieve stolen btc but many other times not...

For example the silk road guy was busted having his notebook computer open at a library. The FBI then had free access to his coins

Tracing the wallets through which the money flow has passed. If they are under control, recovery is possible; if there is no trace or they are beyond control, recovery cannot be achieved.
