There's not much point in selecting audiences directly, as Facebook can find the right people at the right time. Your targeting is mostly about narrowing down the audience. Like avoiding showing USA ads in Uganda or a beard care kit to women.
And even that's not 100% accurate, because a woman might buy a beard care kit for her husband or dad.

When setting up your Ad Set, under "Detailed Targeting" or "Demographics" look for "Parents".
You can further refine this by selecting specific ages of children, for example: "Parents with children 0-12 months", "Parents with preschoolers (3-5 years old)", "Parents with school-age children (6-8 years old)", etc.
 
I think you should focus on parents above 30's and with look for people that talking about parenting or some family activities. then you will be able to get the parents of those kids.
