I've got some experience with getting white hat backlinks and wanted to collaborate with someone who has an income generating site. Payouts will be based off the niche/type of site.

Yeah, so the first image is for a site in the medical equipment niche, the second image is for a site in the haircare niche. If you check out my sales page, I've done links for people in the fitness niche, in the marketing niche, in cyber security, in mental health, in health foods, and more. That could work, but most of the sites that I've come across are either in niches where my link building expertise is not applicable, or that they're not offering payouts commensurate to the value of links I get. Additionally, I don't want to take on JVs which would clash with the same niches that I have clients for.

Difficult, I've been trying to get into publications like the globe and mail for mo this, but they don't offer backlinks and their journo standards are super high. For example, instead of accepting a Marketer's quote, they'll look for a professor of a local university and so forth.
